Why We Recommend Plone
Not all web systems are created equal. For complex needs on a tight(er) budget, we usually recommend Plone.
We're hardly idealogues though, and have built plenty of sites using Drupal, Wordpress, and Joomla. In fact, Wordpress is one of our favorite systems for small businesses or consultants.
But once your organization graduates from a basic needs website to one requiring editorial approval or custom types of content beyond pages and blogs, we invariably push for Plone.

Idealware, a 501(c)3 nonprofit devoted to candid software reviews for nonprofits, recently released a report on free and open-source web systems.
The report gives high marks to Drupal, Wordpress, and Joomla, but ranks Plone higher for large and complex websites.
As the chart below shows, Plone requires sophistication to configure but the investment pays off with stronger functionality, security, and scalability. Though some consultants would disagree, we've found the upfront effort worthwhile in the long run.
